Selangor Advance is a Selangor State Government initiative by Menteri Besar Selangor (Incorporated) (MBI). This initiative is to increase the cash flow of businesses which in turn assists economic development from COVID-19. This initiative is open to contractors and suppliers of accredited private companies and government organizations, including ministries, departments, agencies and government-linked companies or GLC.

Selangor Advance is designed based on a shariah-compliant financing system with the Tawarruq concept to assist Small and Medium Enterprises (SMEs) with cash flow issues. Through this initiative, contractors and service providers will get payment for the work carried out in a short period of time. This will be able to help businesses to have sufficient funds to ensure the viability of their businesses.

What is ‘Selangor Advance’?

  • “Selangor Advance” is a Shariah-compliant “Vendor Financing Program” that aims to assist Small and Medium Enterprises (SMEs) by accelerating their cash flow and recolving capital to revitalise economic activity.
  • This initiative is open to contractors and suppliers to private companies and the Malaysian Government Agencies, including Ministries, Departments, Government Subsidiaries and Government-linked companies or “GLCs”.
  • This initiative offers comprehensive financial facilities are offered for each phase of the SMEs’ projects and businesses, such as tender support letters, performance bonds, work insurance, term loans, letter of undertaking, letter of credit, revolving credit, industrial hire purchase and factoring.

Is this mandatory for vendors/service providers who service the State and its agencies?

  • No, it serves as an option that assists businesses in need of financing.

Is Selangor Advance shariah compliant?

  • Yes
  • The program complies with the concept of “Tawarruq” (Commodity Murabahah) which is the purchase of a commodity on a deferred payment basis.
